These climate-exacerbated phenomena threaten coastal and inland territories, as well as the populations and ecosystems that depend on them. The<strong> <a href=\"https:\/\/www.interregeurope.eu\/wateradapt\">WaterAdapt project<\/a><\/strong> <a href=\"https:\/\/www.interregeurope.eu\">(<strong>Interreg Europe<\/strong><\/a>) brings together seven regional and local authorities (Denmark, France, Italy, the Netherlands, Slovakia, and Albania) to improve water-related risk adaptation policies and strengthen territorial resilience.  <\/p><p>From<strong> March 31 to April 2, 2026<\/strong>, WaterAdapt partners gathered in the Provence-Alpes-C\u00f4te d\u2019Azur region to exchange best practices, innovations, and strategies for addressing these challenges. This interregional event, held between the Durance Basin and Camargue, highlighted inspiring solutions for integrated and sustainable water management. <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-4dd1b74 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"4dd1b74\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-3527d92\" data-id=\"3527d92\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-c746580 elementor-widget elementor-widget-text-editor\" data-id=\"c746580\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h3><strong>Day 1: The Syndicat Mixte de la Vall\u00e9e de la Durance (SMAVD) \u2013 A Driver of Water Adaptation and Democratic Debate<\/strong><\/h3><p>The European partners visited the Durance River Basin to study the water risk adaptation strategies implemented by the <strong>SMAVD<\/strong>. This territory, which supplies water to over 5 million people and produces 10% of France\u2019s hydroelectricity, exemplifies the challenges posed by climate change: devastating floods (up to 5,000 m\u00b3\/s), recurrent droughts (such as in 2022), and soil erosion.<\/p><p>The SMAVD, the public authority responsible for integrated water management, presented its <strong>three strategic pillars<\/strong> to enhance the basin\u2019s resilience:<\/p><h4><strong>1. Knowledge and Anticipation Tools<\/strong><\/h4><p>To better prevent risks, the SMAVD has developed cutting-edge tools:<\/p><ul><li><strong>Dynamic Atlas of Flood Zones<\/strong>: An early warning system that allows local authorities and emergency services to identify at-risk areas in real time during floods.<\/li><li><strong>VigiDurance Verdon<\/strong>: A data-sharing platform on water resources, used to coordinate actions against droughts.<\/li><li><strong>C3PO Project<\/strong>: A climate model that simulates the impacts of climate change on water uses (agriculture, hydroelectricity, tourism) and tests adaptation scenarios. <em>&#8220;Without adaptation, extreme droughts like the one in 2022 will become the norm by 2050,&#8221;<\/em> explains <strong>Philippe Picon<\/strong>, Director of Water Resources at SMAVD.<\/li><\/ul><h4><strong>2. Shared and Inclusive Governance<\/strong><\/h4><p>The SMAVD has established consultation bodies for balanced water resource management:<\/p><ul><li><strong>Local Water Commission<\/strong>: Brings together over 100 stakeholders (local authorities, state representatives, industries, farmers, and associations) to debate usage priorities and resource sharing.<\/li><li><strong>Durance Water Parliament<\/strong>: A citizen body that promotes transparency and co-construction of water management policies.<\/li><li><strong>River Contracts<\/strong>: Multi-year action plans to protect ecosystems and secure human water uses.<\/li><\/ul><p><em>&#8220;Water management can no longer be the responsibility of a handful of experts. It must be collective and democratic,&#8221;<\/em> emphasizes <strong>Bertrand Jacopin<\/strong>, Director of Studies and Works at SMAVD.<\/p><h4><strong>3. Nature-Based Solutions<\/strong><\/h4><p>The SMAVD prioritizes ecological approaches to risk management:<\/p><ul><li><strong>Reduction of Dikes<\/strong>: From 1,000 km to 80 km of dikes, allowing the river to regain its natural morphology and better absorb floods.<\/li><li><strong>Water Discharge Valorization<\/strong>: 1 billion m\u00b3 per year, currently discharged into the Berre Lagoon, could be reused for irrigation or groundwater recharge.<\/li><li><strong>Sediment Restoration<\/strong>: 320,000 m\u00b3 of gravel reintroduced into the Durance riverbed to restore its natural dynamics.<\/li><\/ul><p><strong>On-site observations by WaterAdapt partners:<\/strong><\/p><ul><li><strong>Mallemort\u2019s Set-Back Dikes<\/strong>: Allow water to overflow without causing destruction while protecting inhabited areas.<\/li><li><strong>EDF Canal<\/strong>: Diverts 150 m\u00b3\/s (more than the Durance\u2019s average flow) for hydroelectric production. <em>&#8220;These infrastructures, which protect us from floods, also worsen droughts.
