Training for Elected Officials of Local Mediterranean Territories

Supporting Mediterranean territories in addressing today’s and tomorrow’s challenges.

In a context of increased decentralisation and evolving governance models, Mediterranean local authorities, equivalent to French Regions, Departments and Municipalities, are facing major and unprecedented challenges: climate change, social cohesion, public health issues and economic transitions.

In response to this growing complexity, AVITEM positions itself as a strategic partner for territories.

Strengthening skills to build robust territorial projects

One of AVITEM’s key missions is to support elected officials, technical managers and administrators in building the capacities of territorial institutions.

Through the design and delivery of training seminars and workshops, AVITEM actively contributes to strengthening the capacities of local authorities and State services.

The common thread running through these training programmes is the territorial project, considered at all scales and in all its dimensions.

From building a shared political and technical vision, to defining operational strategies, through to the concrete implementation of projects, the entire process is addressed. Governance is analysed as a central lever of the project, while territorialisation and spatial planning constitute structuring axes of reflection.

2023 – Training for Elected Officials and Senior Managers of Moroccan Regions

Strategic Planning and Regional Development Programmes (RDPs)

In 2023, AVITEM supported elected officials and senior managers from Morocco’s Regions in their strategic planning processes, through a dedicated training programme focused on the development of Regional Development Programmes (RDPs).

A strong institutional partnership

This training programme was delivered in partnership with the Occitanie Pyrénées–Mediterranean Region, the Association of Regions of Morocco, the Directorate General of Territorial Authorities of the Moroccan Ministry of the Interior, CNFPT, Régions de France, and with the support of the French Development Agency (AFD).
